7. Power to make regulations.-The committee may, by notification 
in the Official Gazette, make regulations for the purpose of carrying out the 
objects of the scheme or in respect of any matter supplementary or 
incidental thereto, and any regulations so made shall be published by the 
committee in the manner prescribed.
