‘WELFARE OF SCHEDULED CASTES AND BACKWARD CLASSES DEPARTMENT 

Notification 

The 12th July, 2022 

No. 332-SW(1)-2022- In exercise of the powers conferred by sub sections (1) and (2) of section 3 of the 

Haryana Backward Classes Commission Act, 2016 (9 of 2016), the Govemor of Haryana hereby constitute the 

Haryana Backward Classes Commission and nominates the following as Chairperson and Members of the said 

Commission, namely:-

Justice Shri Darshan Singh, (Retired) Chairperson 

Judge, Punjab and Haryana High Court. 

Dr. S K Gakhar, Former Vice Chancellor. Member 

Shri Shyam Lal Jangra Son of Shri Matu Ram, Member 

House No. 1, Gali No. 1, Professor Colony, Thanesar (Kurukshetra). 

Director General, Welfare of Scheduled Castes and Backward Classes Member 
Department, Haryana. 

Sh. Mukul Kumar, IAS, Special Secretary to Government, Haryana, Member Secretary 

‘Welfare of Scheduled Castes and Backward Classes Department. 

Further, while performing the functions as provided under section 9 of the said Act, the Commission shall 

undertake the following, namely:-

study the present social, educational and economic conditions of the backward classes in 

the state; 

study the representation and participation of backward classes in the Government and in 

benefits and schemes of the Government; 

assess the benefits provided to the students from backward classes in educational 

institutions; 

estimate the employment opportunities available to youth from the backward classes and 

to recommend measure for enhancement of employment opportunities; 

evaluate the current activities for skill development and training aimed at youth from the 

backward classes; 

study and recommend the proportion of reservation for backward classes required to be 

provisioned in Panchayati Raj Institutions and Municipalities in the State; 

study and recommend such measures, as may be required for the social, educational and 

economic welfare of the backward classes. 

The terms and conditions of the service of the Chairperson and Members shall be issued later on.
