6. Mode of taking cognizance of offence.- No court shall take cognizance of an offence punishable under section 4- (a) after the expiry of one year from the date on which the offence in alleged to have been committed; and (b) without the previous sanction of the [Government] of Himachal Pradesh or any officer authorised by [it] not below the rank of the District Magistrate. _________
