Nothing contained in this Act shall apply to the debts payable by any person who has been adjudicated an insolvent prior to the commencement of this Act or, in the case of a member of a Scheduled Caste or a Scheduled Tribe, prior to the applicability thereof under section 2A, provided that the adjudication has been not annulled before or after such commencement or applicability.
